Accredication of the institutional verifier of greenhouse gas emission annual reports

Poland realizes the provisions of the Directive 2003/87/EC of the European Parliament and of the Council, of 13th October 2003, establishing a scheme for greenhouse gas emission allowance trading within the Community (European Union Emission Trading Scheme). According to the article 45 of the Act of 22nd December 2004, concerning greenhouse gas and other substances emission allowance trading, anyone running an installation of specified type submits to the National Administrator, a verified annual report of CO2 emission. In Poland, at present, only ten institutional and individual verifiers have obtained accreditation of the Polish Centre for Accreditation (PCA). The accreditation confirms the competence in the field of annual report verification. The condition for granting accreditation for an institutional verifier is fulfilling the requirements specified in a relevant PCA document and employing, at least, one person being competent in the field of annual report verification. The requirements concerning verifiers are specified in such normative acts as: law on emission allowance trading, directive of the European Parliament and of the Council, ordinance of the Council of Ministers, and of the Minister of the Environment, international standards, PCA documents and IAF GD 5:2006 Guidance. The project objective was the identification of the PCA accreditation requirements towards the institutional verifier, assessment of the level fulfilment of these requirements by GIG, and definition of activities which should be undertaken to meet the PCA requirements. The normative acts concerning greenhouse gas emission annual report verification were identified within the scope of the GIG’s statutory work. In order to meet the PCA’s accreditation requirements towards the management system of the institutional verifier of greenhouse gas emission annual report, system documents have been worked out. The documents mentioned meet also the requirements towards the management system of annual report verifier, as specified in the regulation of the Minister of the Environment of 6th February 2006, regarding the requirements for auditors approved to verify the annual reports.

W Polsce są realizowane postanowienia zawarte w Dyrektywie 2003/87/WE Parlamentu Europejskiego i Rady z dnia 13 października 2003 r. w sprawie wspólnotowego systemu handlu uprawnieniami do emisji gazów cieplarnianych (European Union Emission Trading Scheme). Zgodnie z art. 45 ustawy z dnia 22 grudnia 2004 r. o handlu uprawnieniami do emisji do powietrza gazów cieplarnianych i innych substancji, każdy prowadzący określonego rodzaju instalację, przedkłada Krajowemu Administratorowi, zweryfikowany roczny raport dotyczący emisji CO2. Aktualnie akredytację Polskiego Centrum Akredytacji (PCA), potwierdzającą kompetencje do prowadzenia weryfikacji raportów rocznych, ma w Polsce jedynie dziesięciu weryfikatorów instytucjonalnych i indywidualnych. Warunkiem udzielenia akredytacji weryfikatorowi instytucjonalnemu, jest spełnienie wymagań określonych w dokumencie PCA oraz zatrudnianie co najmniej jednej osoby kompetentnej do prowadzenia weryfikacji rocznych raportów. Wymagania dotyczące weryfikatorów są określone w aktach normatywnych, takich jak: ustawa, dyrektywa Parlamentu Europejskiego i Rady, rozporządzenia Rady Ministrów i Ministra Środowiska, normy międzynarodowe, dokumenty PCA, wytyczne IAF GD 5:2006. W artykule omówiono wymagania akredytacyjne PCA wobec instytucjonalnych weryfikatorów raportów rocznych emisji gazów cieplarnianych, stopień spełnienia przez GIG tych wymagań oraz działania, które należy podjąć w celu spełnienia wymagań PCA. W ramach pracy statutowej zidentyfikowano akty normatywne odnoszące się do weryfikacji raportów rocznych dotyczących emisji gazów cieplarnianych. W celu spełnienia wymagań akredytacyjnych stawianych przez PCA systemowi zarządzania instytucjonalnego weryfikatora raportów rocznych, dotyczących emisji gazów cieplarnianych, opracowano dokumenty systemowe. Wspomniane dokumenty spełniają również wymagania stawiane systemowi zarządzania weryfikatora raportów rocznych w Rozporządzeniu Ministra Środowiska z dnia 6 lutego 2006 r. w sprawie wymagań dla audytorów uprawnionych do weryfikacji rocznych raportów.
